Why people get cold feet

ScienceDaily (July 31, 2012) ? Cold feet -- those chilly appendages that plague many people in the winter and an unlucky few all year round -- can be the bane of existence for singles and couples alike. In a new study, scientists led by Selvi C. Jeyaraj of the Research Institute at Nationwide Children's Hospital have identified a biological mechanism that may be responsible for icy extremities: an interaction between a series of molecules and receptors on smooth muscle cells that line the skin's tiny blood vessels.

The new research, along with an accompanying editorial by Martin C. Michel of Johannes Gutenberg University in Mainz, Germany, and Paul A. Insel of the University of California at San Diego, suggest new contributors to this near-universal problem and potential targets to treat more serious problems that affect blood vessels in the cold, such as in Raynaud's disease.

The article appears in the American Journal of Physiology -- Cell Physiology.

Methodology

Jeyaraj and her colleagues studied smooth muscle cells derived from tiny blood vessels harvested from human skin biopsies and similar cells from mouse tail arteries. These cells contain receptors known as ?2C-AR, which cause constriction in their associated blood vessels and shut off blood flow under chilly conditions to conserve heat. The scientists also worked with different cells, called HEK cells, that do not normally express ?2C-AR but that can be modified to do so. Also studied were cells taken from tail arteries of mice genetically altered to no longer express a protein called Rap1A, which the authors hypothesized would interact with ?2C-AR.

Results

The researchers found that when they dosed cells that expressed ?2C-AR with chemicals that activate Rap1A, either directly or through means that involve another protein called Epac, the cells drew from pools of ?2C-AR near the cell's nucleus and moved these receptors to the cell surface. The series of events involved rearrangment of the cell's internal "skeleton," fibers that determine its shape and can transport items from one area of a cell to another.

Importance of the Findings and What Part of Cell Physiology Gets 'The Rap' Authors of the study and the accompanying editorial suggest that the series of events and biological interactions they identified could be responsible for the mechanism the body uses to limit blood supply to the skin in cold temperatures, which conserves more blood flow -- and hence, warmth -- for the body's internal organs. The findings may provide clues to where dysfunction occurs in disorders in which blood flow is erroneously cut off, such as Raynaud's disease. In this condition, sufferers lose circulation to the fingers, toes, and occasionally other areas when the body overreacts to cold temperatures. Raynaud's can sometimes be serious, leading to atrophy of skin and muscle, ulceration and rarely to ischemic gangrene. On a lighter note, the results also provide a possible explanation for the age-old problem of cold feet.

"Thus, if your partner complains again about your cold feet," the editorial authors write, "you have some new excuses: 'It's Epac's fault!' or 'Rap1A should get the rap!'"

Study Team In addition to Selvi C. Jeyaraj, the study team also includes Nicholas T. Unger and N. Paul El-Dahdah of The Research Institute at Nationwide Children's Hospital, Ali H. Eid of Qatar University, Srabani Mitra of Ohio State University, Lawrence A. Quilliam of Indiana University School of Medicine, Nicholas A. Flavahan of Johns Hopkins University, and Maqsood A. Chotani of The Research Institute at Nationwide Children's Hospital and Ohio State University.

Pattana Blog Attaching Wood To Concrete

A very important tip is to use the right tool for each method. When you're dealing with concrete and masonry, you're obviously dealing with extremely hard material. Woodworking hammers are too light and steel drill bits too soft. The concrete is also brittle. Hard sharp chips are likely to fly out as you work on it, so always wear safety goggles to protect your eyes.Nails. Nailing wood directly to concrete is probably the simplest, quickest and cheapest method. Unfortunately, once driven, these nails may jar loose from a few hammer blows to the side of the board. So, they are better for temporary fastening. You'll usually find two types of special nails at the hardware store, cut nails and hardened concrete nails. Drive nails with a 2- to 4-lb. hammer. Actually, it's very hard to drive nails into cured (hardened) concrete, even with a 4-lb. hammer. They work best in concrete that's only cured for a few days.Nails can be quite effective in mortar joints, however. Mortar is softer than either the concrete block or brick, and it holds nails fairly well. For best results, drive them right along the joint edge. And here's a professional tip: for improved holding power, run a bead of glue along the backside of your wood before nailing it up.Predrilled Fasteners. There is a family of fasteners that can be driven into a predrilled hole. These not only fasten wood to concrete, but will fasten just about anything else to concrete as well. They install easily, simply drill through the wood and into the concrete and drive the fastener.Drilling the hole is the only difficult part. Use a carbide tip bit. Because these holes are relatively small, your standard 1/4-inch or 3/8 inch power drill can do an adequate job, although each hole may take several minutes to bore. A hammer drill, however, will drill your hole in a matter of seconds. A hammer drill is expensive, but they can be rented. If you have a lot of holes to drill, they'll save a lot of time. It's a good idea to glue your wood to the concrete or masonry with this system as well, especially when using screws. Once screws are jarred loose, they may not retighten.Expansion Fasteners. These fasteners are simple, effective and can carry a heavy load. They may be retightened should they be jarred loose.Because they require a larger hole, you really need a hammer drill to bore the concrete. If you can't buy, borrow or rent one, try boring a 1/8 inch hole first with a carbide bit. Then use progressively larger carbide bits until you reach the proper size.Buy these fasteners long enough to wedge into the concrete as deep as the wood is thick. Drill your hole an extra 1/4 inch deep, since the bolt draws back slightly when tightened.Power Fasteners. These are extremely fast, powerful and dangerous. They are primarily professional tools which any untrained homeowner should steer clear of until they fully understanding the safety precautions. With power fasteners you can quickly nail into just about any concrete or masonry surface. Both the air and the power-actuated systems drive hardened nails through the wood and solidly into the concrete in one shot. Flying metal, wood or concrete are certain hazards, so eye protection is essential.Glue. Over the past ten years construction adhesives have improved and become more specialized. You can securely glue just about anything to a wall now. Since glued wood must be held tightly in place until the glue sets, it's handy to use an adhesive with another fastening system for mutual reinforcement; the glue dampens the vibration and jarring that may weaken the fasteners, and the fasteners hold the wood tightly until the glue sets.Proper preparation ensures a good glue bond. Be sure the wood and the concrete surfaces are clean and dry. Loose paint, surface chalking or moisture will cause the bond to release. When working with a very rough surface, apply a generous bead to bridge the wider gaps between the wood and concrete.

Olympics gymnastics: in US team gold, a glimpse of the real Jordyn Wieber

America won the women's team gymnastics gold Tuesday at the London Olympics and made some history. In the process, Jordyn Wieber found 'redemption.'?

By Mark Sappenfield,?Staff writer / July 31, 2012

Jordyn Wieber hugs teammate Alexandra Raisman as they celebrate winning the gold medal at the women's gymnastics team final in the North Greenwich Arena at the London 2012 Olympic Games Tuesday.

Jordyn Wieber was not teary-eyed. When she spoke, there was no discernible upwelling of emotion. Even Barbara Walters, you sense, would have had a hard case on her hands.

Almost the first word that came out of Wieber's mouth after she and her teammates put on a clinic in the gymnastics team event Tuesday, winning gold in what one coach colorfully called a "shed-whuppin'," was "redemption." But it was spoken like one of her toe-point perfect routines ? rock solid and never wavering.

Put simply, after the biggest disappointment of her gymnastic life Sunday in failing to qualify for the individual all-around final, Jordyn Wieber got down to business. As her teammates knew she would. As her coach knew she would. As the gymnastics world, surely, knew she would.?

Only we doubted her, because we didn't know her.?

Now, perhaps, we do.?

In the end, the team event Tuesday was an anticlimax. America started strong, staking itself a lead with three perfect vaults. McKayla Maroney's vault scratched the rafters before she came down on the mat, feather-soft and still. "A moonshot," coach John Geddert called it. In what quickly boiled down to a two-team meet, Russia clawed back the lead by nailing their more difficult routines on the uneven bars. On the beam, America opened some distance as the Russians wobbled. With the US ahead, but not completely comfortably, only the floor exercise loomed.

There, Russia imploded utterly, with two gymnasts landing face-down on two of their passes. When the US followed, their routines had the feeling of a victory lap ? all pressure removed as the exultant expectation of certain history shone through. Never before had the US women won the team event in an Olympics held on foreign soil.

Aside from the vault, it was a steady-as-she-goes performance, if not spectacular in the difficulty then unearthly in its consistency. The judges surely saw a few toes out of line somewhere, but no one else in the arena did.

"That's one of our strengths, our consistency," said another of the team's coaches, Liang Chow.

So comprehensive was the victory that, during her floor routine, Ms. Wieber even allowed herself the luxury of a smile after every successful pass ? not the smile of the professional gymnast, seemingly painted on with the generous measures of glitter and mascara, but genuine and irrepressible.

Jordyn Wieber was happy.

Wieber has never been Shawn Johnson. Smiles are not always the currency of her joy. Nor are words, really. Asked what Wieber said to him after the gold was won Tuesday, coach Geddert, said: "I love you," then paused and smiled. "No, that's just what I wished she said."?

In fact, he couldn't remember her saying anything. "She doesn't say a whole lot ? ever," he said.

You get the sense that Wieber could go to the gym every day with a lunch pail and a hard hat. Make no mistake, all the girls of the US team work hard. Their gold medals are confirmation of that.

But Wieber seems to inhabit the work. She doesn't need words because, what is she going to say, really? Just watch her and you'll know all you need to know.

Which is what made Sunday so heartbreaking.

And Tuesday inevitable.

Wieber did not have a bad day in the all-around qualifications Sunday. Perhaps it was not to her standards in a how-could-Michael-Phelps-only-win-silver kind of way. The fact is, two very good Americans were just better on that day.

But she did very little wrong. Yet she was forced to pay the severest price imaginable for an elite gymnast. Now, she will probably never have her Mary Lou moment.?

But what was there to say, really? There were some tears, Geddert said ? about five minutes' worth ? and some loving words from her teammates. Then, it was time to get to work. Because, that is just what Jordyn Wieber does.

"It's the kind of kid she is," Geddert said.

The question came a thousand times in the press lines Tuesday night.

"Did you worry about her?"

"Did you think there might be any hangover?" ??

Geddert just smiled.

What was there to say, really? America had just gotten its answer.??

(AP) ? The latest iPhone looks much the same as the first iPhone, which came out more than five years ago. That hasn't been a problem for Apple ? until, now.

The pace of iPhone sales has slowed, Apple revealed last week. Part of the problem is that the competition has found a formula that works: thinner phones with big screens that make the iPhone look small and chubby.

For a dose of smartphone envy, iPhone owners need to look no further than Samsung Electronics Co., the number-one maker of smartphones in the world. Its newest flagship phone, the Galaxy S III, is sleek and wafer-thin.

By comparison, the iPhone "is getting a bit long in the tooth," says Ramon Llamas, an analyst with research firm IDC.

Apple has become the world's most valuable company on the back of the iPhone, which makes up nearly half of its revenue. IPhone sales are still growing, but the question of how fast they're growing is of keen interest to investors. The iPhone certainly has room to grow: only one in six smartphones sold globally in the second quarter had an Apple logo on its back.

When Apple reported financial results for its latest quarter last week, a new phenomenon was revealed: Buyers started pulling back on iPhone purchases just six months after the launch of the latest iPhone model.

Apple executives blamed the tepid sales on "rumors and speculation" that may have caused some consumers to wait for the next iPhone, which is due in the fall. But in the past, iPhone sales have stayed strong nine months after the new model is launched, then dipped as people began holding off, waiting for the new model.

In the April to June period, Apple sold 26 million phones, 28 percent more than it did in the same quarter last year.

Most other phone makers "would kill" for those numbers, says Stephen Baker, an analyst with research firm NPD Group.

The exception is Samsung, which has solidified its position at the world's largest maker of smartphones. Analysts believe it made just over 50 million smartphones in the second quarter, or nearly twice as many as Apple. (The company doesn't release specific figures.) Its smartphone sales have nearly tripled in a year.

Most of Samsung's sales comprise cheaper smartphones that don't compete directly with the iPhone. Its flagship phones, though, have emerged as the iPhone's chief rivals.

Samsung and Apple have a complicated relationship. They're rivals in the smartphone and tablet-computer markets, and are set to square off in a high-profile trial over mobile patents in San Francisco this week. Samsung is one of Apple's largest suppliers of chips and displays, and Apple is one of Samsung's largest clients.

Though Apple is known as a relentless innovator, the iPhone's screen has been the same size ? 3.5 inches on the diagonal ? since the first iPhone came out. It was a big screen for the time, but among the competition, screen sizes have crept up.

Samsung has increased the screen size of its Galaxy series with every model since it debuted in 2010. The Galaxy S had a screen that measured 4 inches diagonally, and was followed by the S II, at 4.3 inches. The S III, the latest model, measures 4.8 inches. The screen is nearly twice as large as the iPhone's. Yet the Galaxy is thinner and lighter than an iPhone.

Samsung has also achieved surprising success with an even bigger phone, the Samsung Galaxy Note. Its 5.3-inch screen makes it somewhat awkward to hold to the ear, but customers don't seem to mind, or perhaps they value the large screen and included stylus more.

Aside from design, Apple is inflexible in another way: by releasing a new phone only one per year, it lets the competition create new phones with features the iPhone doesn't have and lets them go unchallenged, at least until the new iPhone comes out.

"Apple's schedule leaves the other ten or nine months of the year wide open for everybody else," says Llamas.

For instance, the newest Samsung phones can use the latest high-speed data networks in the U.S., and talk to payment terminals in stores, so they can act as smart "credit cards."

Samsung times its product launches to take maximum advantage of the lull in iPhone sales that usually precedes the launch of a new model. The S III went on sale in Europe in May and in the U.S. in June.

The rest of the competition is in disarray, and hasn't been able to capitalize in the same way on Apple's rigid release schedule and conservative design. Nokia Corp., until recently the world's largest phone maker, is in sharp retreat and is conducting a complete revamp of its smartphones. Research In Motion Ltd. is stuck with outdated software for its BlackBerrys at least until it launches a new operating system next year. HTC Corp. of Taiwan is suffering from marketing missteps in the last few years. LG Electronics, another Korean company, hasn't been able to keep up with Samsung when it comes to high-end phones, or with cheaper manufacturers on the low end.

Together, Samsung and Apple make half of the world's smartphones, and since competitors are losing money or breaking even, account for nearly all of the profits in the industry.

"Samsung is the only company that didn't really buckle under the weight of the iPhone 4S. Good, solid devices and good, solid marketing behind them," Llamas says.

Analysts now expect the new iPhone to arrive in September or October, probably with a slightly bigger screen. Sticking to one screen size has served Apple well, Baker says, but he sees the company moving with the times, as it's done many times before.

"When they have the reputation and the brand loyalty that they have, you don't have to be the first to market" with new features, Baker says. "You don't have to take that risk."

Bishop Ranch Veterinary Center: Ask the Vet: My Dog Does Strange ...

If men are from Mars and women are from Venus, then dogs must be from Pluto!? This article focuses on some dog behaviors that make us go ?huh??

My dog has these scary fits of wheezing and snorting with a scrunched face.?? What is he doing?

These fits are called reverse sneezing and we think they occur when a dog has a tickle or irritation in his or her throat.? Allergies, mites, infection, a foreign object (like a blade of grass), or even excitement can cause reverse sneezing. Small breeds tend to do it more than large breeds, although it can happen to any dog and has been reported in cats. Reverse sneezing is normal and not harmful. If you feel like your dog reverse sneezes excessively bring it up at your next veterinarian appointment.

Why does my dog eat grass?

We think dogs eat grass for a variety of reasons. Some dogs only eat grass when they have an upset stomach and the grass makes them feel better or helps them to throw up. Other dogs like the taste of fresh grass and graze on it regularly. Other theories are that grazing is an ancestral behavior, that dogs have a nutritional deficiency and yearn for fresh greens, or that dogs eat grass out of boredom. If your dog is vomiting and acting sick while eating grass I recommend you take him or her to see your veterinarian. Otherwise eating grass is a normal dog behavior. Avoid using fertilizers or pesticides on your grass if your dog is a grazer.

Why does my dog scoot around the house, dragging his bottom on the floor?

Dogs scoot when something is itchy or uncomfortable around their anus. For example, full anal glands, allergies, or dingle-berries (my favorite term for feces stuck in the hair) may cause discomfort and lead to scooting. Parasites, a skin infection, or an anal gland abscess can also cause scooting. If your dog is scooting, I recommend having your veterinarian check him or her out.

My dog is obsessed with chewing on his feet, why?

The most common reason for dogs to lick or chew on their feet is allergies. Dogs may lick their feet because of an allergy to trees, grass, bushes, flowers, etc, or certain foods. Other than allergies, dogs may lick their feet because of a wound, infection, foxtail, tumor or arthritis. Talk to your veterinarian if your pet is licking his or her feet more than normal, the paws are red or swollen, or if it is interrupting daily events such as walks, play or sleep.

Whenever my dog meets another dog, he instantly goes to sniff the other dog?s butt.? Why are dogs so rude about sniffing private areas?

Sniffing another dog?s backside appears to be the socially acceptable method for dogs to greet one another and say hello. We really don?t know why they do it, just that it?s normal. Dogs have multiple glands around their anus, including their anal glands, which produce unique odors, and approximately one third of a dog?s brain is devoted to processing smells, so we speculate dogs gather information about the other dog by sniffing under the tail. If only they could tell us!

When your dog is doing something that seems odd, it might be that he is just ?being a dog?.? What do you think dogs think about us? After all ? we?re ?only human?! Next month we will cover the strange things cats do. Send me your questions about wacky feline behavior to info@webvets.com, subject line: My cat does strange things. Dr. Kristel Weaver is a graduate of the Veterinary School at the University of California, Davis where she received both a DVM and a Master?s of Preventative Veterinary Medicine (MPVM).? She has been at Bishop Ranch Veterinary Center & Urgent Care in San Ramon since 2007. ?She currently lives in Oakland with her husband and their daughter, Hayley.

Why Homeschool: TED talk mentions homeschooling

"Creativity expert Sir Ken Robinson challenges the way we're educating our children. He champions a radical rethink of our school systems, to cultivate creativity and acknowledge multiple types of intelligence."

It starts a little slow and diverges slightly into "global warming" during the introduction but overall is a good presentation.

?At 16 minutes 12 seconds, Robinson makes a passing reference to homeschooling.

UNIDO Director General to address Africa's Finance Ministers and Central Bank Governors

PHILADELPHIA (USA)- Africa's finance ministers and central bank governors are expected to meet in Kinshasa in the Democratic Republic of Congo to attend arguably one of the continent's most important events along with representatives of other international development agencies and financial institutions.

The Africa Caucus Meeting was formed following the Monterrey Convention of 2002 in Mexico. It comprises of African member countries of the World Bank and the International Monetary Fund (IMF) seeking to engage other policy makers around the continent in addressing issues relating to Africa's economic transformation.

In an effort to promote transformative economic growth in the continent, discussions at the 2012 meetings will focus on tackling the problems associated with and finding lasting solutions to food security, energy access, job creation particularly for the youth and confronting Africa's endemic poverty.

As keynote speaker, Director General Kandeh K. Yumkella of UNIDO will speak about the boosting agricultural productivity in the continent. As a distinguished agricultural economist, Dr. Yumkella has a wealth of experience in research, teaching and technical expertise in industrial development. He is a strong advocate for pro-poor sustainable industrial and agribusiness development as a means of wealth and job creation and the economic empowerment of the poor.

In his capacity as co-editor of his organization's publication ?Agribusiness for Africa's Prosperity,? DG Yumkella argues that a new agricultural development policy is needed to meet the economic and social development needs of the continent. This new approach calls specifically for moving away from subsistence farming to the use of modern technologies and agro-industrials that promote mechanization.

His passion for energy and environment-related issues has enabled him to lead UN Energy and Secretary General Ban Ki-moon's Sustainable Energy for All initiative (SE4All). Through his leadership and efforts in meeting with world leaders and their governments, multilateral development banks among others, he was instrumental in securing USD 50B to promote universal access to energy , increasing energy efficiency and enhancing the deployment of renewable sources of energy in support of his boss energy access initiative.

President Joseph Kabila will formally open the Caucus meetings which will take place on August 1-2, 2012.

Vollmer wins 100m fly gold in world record

American Dana Vollmer won the women's 100m butterfly Olympic gold medal Sunday, clocking a world record of 55.98sec for a crushing victory over China's Lu Ying.

Vollmer became the first woman to break through the 56-second barrier as she added the Olympic gold to the world title she claimed last year.

She bettered the previous world record of 56.06sec set by Sweden's Sarah Sjostrom on July 27, 2009 at the World Championships in Rome.

"I just relied on my strengths," Vollmer said. "Just set it up well, passed a few people and charged it home.

"I was delighted to get a record and be the first female to go under 56 seconds. I can have a better finish, so I know I can go faster."

Vollmer, who has been inching toward the record throughout the summer, was third at the turn, but burst off the wall and powered home to beat Lu by 89-hundredths of a second.

Lu came from fourth at the turn to take silver in 56.87 while Australia's Alicia Coutts rallied from last at the turn to take bronze in 56.94.

Vollmer has now well and truly laid the ghost of 2008, when she finished fifth in the 100m fly and seventh in the 200m free at the US Olympic trials and failed to make the Beijing team -- four years after she earned relay gold as a teenager in Athens.

"I knew I was in the lead, but I didn't know if I had the world record like I wanted," said Vollmer, whose parents and husband were at the Aquatics Centre to share in her achievement.

"It was everything I could have dreamed it would have been," she said.

Coutts, who had already claimed gold as part of Australia's 4x100m freestyle relay team on Saturday, said she could have finished even stronger if she hadn't choked on water with 15m remaining.

"I was happy to finish third in the end," she said. "If I had a perfect race I could have got silver. It was very fast."

Sjostrom was fourth and Denmark's Jeanette Ottesen Gray, who led at the halfway stage, faded to finish sixth.

Nick Diaz Update: Will Return, Wants Anderson Silva

Like a passing case of the munchies, UFC welterweight contender Nick Diaz's plans to retire seem to have faded, and taking the place of that retirement is a burning desire to face UFC middleweight champ Anderson Silva.? All this is according to his longtime coach, Cesar Gracie, who posted a lengthy statement on the matter over at GracieFighter.

It was only just February when Diaz purportedly turned his back on the sport, a move prompted by his controversial unanimous decision loss to Carlos Condit at UFC 143.??The defeat?came?after a five-round scrap for the UFC Interim Welterweight Championship title, and the bout?saw Condit playing "hit and run" while the Stockton native followed him around and?hurled insults.? Soon after,?it was revealed that?Diaz had tested positive for?marijuana metabolites in a post-fight urinalysis, and the subsequent year-long suspension levied upon him appeared to be the icing on the retirement cake.

Said Gracie:

For the last couple months I've watched Nick begin to frequent the gym more and more.? He's training harder now than he has for many of his fights.? It was obvious that training and fighting is in his DNA.? It is who he is.

This week we had a great talk and he made it clear to me that he is ready to get back in the cage.? Nick Diaz will return.

With interim champ Condit destined to face UFC welterweight champ Georges St. Pierre at UFC 154 in November, who is there for Diaz - an elite,?top-level fighter -?to face that's worthwhile?

As far as future opponents, Nick has stated that he would like to take fights "that matter".? Since GSP will be fighting Condit, he has to look elsewhere.? He will respectfully ask for a fight with Anderson Silva, a fighter he respects and would like to challenge.

Silva's camp has been speaking of a fight with GSP, possibly even at a catchweight.? Nick will take that fight in a minute but has told me that should Silva decide not to drop at all, he will move up to 185lbs to face the Champ.

(AP) ? A showdown between rebels and government troops in Syria's largest city, Aleppo, is imminent, the U.N.'s human rights office said Friday, as the Red Cross pulled some of its foreign staff from Damascus out of concern for the safety of its workers.

Syrian rebels have made a run on the country's two biggest cities, Aleppo and Damascus, since last week. Regime forces have responded with overwhelming firepower, ushering in some of the most serious violence the cities have seen in 17 months of conflict.

Rebels have been locked in fierce fighting with government troops in Aleppo for seven days and they are bracing for an attack amid reports that the regime is massing reinforcements to retake the embattled city of 3 million.

Mohammed Saeed, an Aleppo-based activist, said helicopters were firing with heavy machine-guns on rebel-held areas east and west of the city on Friday. He added that army reinforcements arrived in the city on Thursday and a major attack is expected any time.

U.N. High Commissioner for Human Rights Navi Pillay said unconfirmed reports are coming out of the capital, Damascus, of extra-judicial killings and shootings of civilians during fighting in the city's suburbs. Pillay said the report "bodes ill for the people of that city (Aleppo)."

Pillay said she believes President Bashar Assad's regime and opposition forces are both committing crimes against humanity and war crimes.

"And it goes without saying, that the increasing use of heavy weapons, tanks, attack helicopters and ? reportedly ? even jet fighters in urban areas has already caused many civilian casualties and is putting many more at grave risk," she said in a statement read aloud to reporters by her spokesman Rupert Colville.

Pillay said there is a pattern of government forces trying to clear areas that it says are occupied by opposition forces. There has been an accompanying rise in the number of reports of opposition fighters torturing or executing prisoners, she said.

A senior U.N. diplomat close to the mediation effort of international envoy Kofi Annan said they are "watching the situation in Aleppo with great concern."

"The ground is shifting. We use words like 'It's fluid' ? and it certainly is ... It has been a roller-coaster ride," the diplomat said, while speaking on condition of anonymity because of the delicacy of the negotiations among world powers on the U.N. Security Council. "While we are trying to apportion blame (for the diplomatic standoff), people are dying. Kids are being slaughtered."

The International Committee of the Red Cross said Friday it is temporarily moving some of its foreign staff from Damascus to neighboring Lebanon. A Red Cross spokesman in Geneva, Hicham Hassan, said the move was prompted by security concerns but that a core team of about 50 staff would remain.

Hassan also told The Associated Press that the Syrian Arab Red Crescent was suspending some of its operations in Aleppo due to heavy fighting.

"It's due to the deteriorating security situation in Damascus," he said. "This in no way means we are suspending our activities, especially at a time when needs are growing. ... They will go back to Damascus at the appropriate time."

About half of the 1.5 million people in need of humanitarian aid in Syria are children and adolescents, UNICEF spokesman Patrick?McCormick?told reporters Friday in Geneva. The U.N. children's agency, with the help of Syrian Arab Red Crescent and other groups, he said, has delivered food baskets, high protein biscuits and other items to 190,000 people, including 145,000 children, since January.

McCormick said they also have vaccinated a half-million Syrian children again polio and tuberculosis, but many of the children in refugee families are hungry and have lost a year of schooling and need medical and psychological care.

Warsaw also announced that it had closed its embassy and evacuated its diplomats from Damascus due to the deteriorating security situation. Poland's embassy had been representing U.S. interests in the Syria since the U.S. closed its own in February.

Turkey's state-run agency said a Syrian legislator from Aleppo has fled to Turkey and also warned that Syria was preparing for a massive offensive on cities where rebels are fighting government forces. The Anadolu agency said Friday that Ikhlas Badawi has defected in protest of the Syrian regime's "violence against the people."

She would be the first member of Syria's new parliament that was elected in May to defect.

In January, Legislator Imad Ghalioun left the country to join the opposition, saying Syria was suffering sweeping human rights violations. He was from the city of Homs that was being subjected to a massive regime attack at the time.

On Friday, the Britain-based Syrian Observatory said troops bombarded the Aleppo neighborhood of Fardous, killing at least four people. It added that a Sunni cleric, Abdul-Latif al-Shami, was kidnapped and killed in Aleppo. It gave no further details, although some activists said al-Shami is a government supporter.

Besides the violence in Aleppo, regime forces also shelled the central city of Homs, the northern town of Maaret al-Numan, the southern city of Daraa, and Damascus suburbs, the Observatory said, citing a network of sources on the ground.

Steelers sign WR Brown to 5-year extension

LATROBE, Pa. (AP) ? The Steelers signed wide receiver Antonio Brown to a five-year extension that will keep him in Pittsburgh through 2017.

Brown, voted Pittsburgh's most valuable player by teammates last season, was entering the final season of the three-year contract he signed when he was drafted out of Central Michigan in 2010. He would have been eligible for restricted free agency after this season.

CBS Sports first reported the deal that will earn Brown $42 million over the next six seasons.

Brown made the Pro Bowl last season after becoming the first player in NFL history with at least 1,000 receiving yards and at least 1,000 return yards (1,062). He finished second on the team to Mike Wallace with 69 receptions for 1,108 yards.

"He has played a major role in our success over the past two years," Steelers general manager Kevin Colbert said, "and we are thrilled he will be a Steeler for many years to come."

Steelers Nation had been eagerly anticipating a long-term extension for one of its young receivers, but it was expected to have been Wallace. The late-day announcement of Brown's deal came as a surprise Friday, less than two hours after the Steelers wrapped up their second day of practice.

A restricted free agent unhappy with the $2.7 million tender the team extended for this season, Wallace did not report to St. Vincent College with the rest of his teammates on Wednesday.

"I'm looking forward for him to be here, get all hands on deck," Brown said Wednesday, "and get everybody moving in the right direction so we can embark on what we can embark on."

Brown said he speaks with Wallace regularly, but that he has not been pressuring him to report and join his teammates.

"We talk about personal things, but his business is his business," Brown said Thursday. "I'm pretty sure he'll take care of it, and when he gets here, we'll embrace him."

Brown's deal could affect Wallace's ability to cash in. The Steelers are up against the salary cap and ? with the exception of Hines Ward ? have been historically averse to giving big contracts to wide receivers. Two years ago, when Brown and Emmanuel Sanders were rookies, Wallace dubbed the threesome the "Young Money Crew."

Brown beat Wallace in the race to the cash.

The first time Brown touched the ball in an NFL regular-season game, he returned the opening kickoff for a touchdown at Tennessee Sept. 19, 2010. He only dressed for nine regular-season games as a rookie, catching 16 passes. The kickoff return was his lone touchdown, while Wallace enjoyed a breakout campaign of 1,257 yards and 10 touchdowns.

But Brown began to emerge during the playoffs, catching three passes for 75 yards in a divisional round win over Baltimore. His 58-yard reception in the final two minutes ? one he secured by holding the ball up against his helmet ? set up the winning touchdown.

Brown entered last season as Pittsburgh's No. 4 receiver but became quarterback Ben Roethlisberger's go-to guy over the second half of last season. Brown had 51 catches for 846 yards over the final 10 games of the season.

"Definitely, I can get better," Brown said at the end of last season. "I continue to get stronger."

Brown will meet the media to discuss the new deal on Saturday. The Steelers open the preseason Aug. 9 vs. Philadelphia.

Netflix chosen by many, but liked by few, says study

7 hrs.

Despite being used by more than 80 percent of the respondents in a new Consumer Reports survey, Netflix video streaming service?doesn't seem to be very well-liked. Users mainly criticized its poor selection and did not see it as a viable option for replacing cable TV and movie rentals.

Over 15,000 people were surveyed by Consumer Reports for the study, and while it doesn't really bear out any new information, it does indicate that people understand the shortcomings of these services.

With Netflix, predictably, it's the selection. Who hasn't tried to find something to watch some night, only to spend it scrolling through endless early-2000s movies and obscure documentaries? One respondent noted that the latest movie he could find with George Clooney in it was 10 years old. Even for $8 a month, that's pretty shabby.

The larger take-away is that there still just?isn't a valid replacement for cable TV and movie rentals. You can go cheap with Netflix or Hulu Plus, but those are far from an all-access pass. You can pay per episode with Vudu or iTunes, but you may end up spending $30 just to watch a single season of a single show.?And independent movie rental places have a great selection and helpful staff, but no one wants to bet they'll be around in a couple years.

For now it seems people are satisfied to pay their money and get their cable, and then switch on the Roku or Apple TV when there's nothing good on. But given the amount of dissatisfaction with any given?part of this arrangement, be it cost, selection or convenience, the next few years may see more people than ever trying to cut the cord. Meanwhile, Netflix will take the abuse and somehow still maintain a stranglehold on its subscribers. Maybe it's Stockholm Syndrome.

Reid: Senate schedule too busy for gun debate

WASHINGTON (AP) ? Senate Majority Leader Harry Reid says the Senate's schedule is too packed to have a debate on gun control.

Reporters asked the Nevada Democrat about the issue less than a week after a gunman killed 12 people and wounded dozens at a movie theater in Aurora, Col.

On Wednesday, President Barack Obama suggested he'd favor some additional restrictions on guns, while Republican presidential challenger Mitt Romney said changing laws would not prevent tragedies like the Aurora shootings.

Reid said he supported Obama's remarks. But he said with the Senate's busy schedule, there will not be a debate on guns.

Asked if the Senate might debate the issue next year, Reid said, "Nice try."

Gun control is a politically delicate issue in Congress, which hasn't approved legislation curbing guns in years.

Moral mantle for action in Syria slips from UN to Obama

Americans have long been ambivalent about ceding global leadership to the United Nations. Bill Clinton didn?t have UN approval to attack Serbia in 1999 just as George W. Bush didn?t for the 2003 invasion of Iraq.

Yet President Obama, who took office vowing respect for the UN, did wait for Security Council approval in the 2011 war on Libya.

Now Mr. Obama may also be turning his back on the UN as the civil war in Syria poses three ominous threats: the prospect of more civilian massacres, the rise of Al Qaeda in Syria, and the possible use of chemical weapons.

OPINION: Five things international community can do in post-Assad Syria

An administration breach with the UN came to the surface last Thursday just after Russia and China vetoed yet another resolution in the Security Council aimed at toughening sanctions against the regime of Bashar al-Assad.

US Ambassador to the UN Susan Rice said the Council had ?utterly failed? Syria. Ms. Rice then said Washington would work with ?a diverse range of partners outside the Security Council? (read: coalition of the willing) to take action against the Assad government.

Those US actions so far fall short of direct military intervention. But the effect may be similar.

The CIA is monitoring the flow of weapons to anti-Assad rebels from Saudi Arabia and Qatar. It is also providing vital communications training and equipment to rebel groups, and perhaps intelligence support. And the United States is trying to hinder flights and ships believed to be carrying fuel or arms to Syria.

The Obama administration has warned Mr. Assad that he would ?cross a serious red line? if he used his vast stockpiles of chemical weapons. On Monday, Syria not only revealed for the first time that it had such weapons, but it also threatened to use them if Syria were ?exposed to external aggression.?

Concerns about these deadly weapons have led the US, Israel, and Europe to make preparations to intervene in Syria at any moment, especially if the Assad regime collapses. ?It?s going to take an international effort when Assad falls ? and he will fall ? in order to secure these weapons,? said Adm. William H. McRaven, the head of the military?s Special Operations forces, last March.

Meanwhile, some 125,000 Syrians have fled the country, requiring international help and causing hardship in neighboring countries such as Turkey, Lebanon, and Jordan.

The Security Council?s attempts over the past few months to impose a cease-fire and seek negotiations between Assad and the rebels has failed. Syrian tanks continue to bombard civilian areas. Nearly 15,000 people have been killed since the pro-democracy protests began in March, 2011.

Moral leadership on Syria is slowly ebbing away from the UN, forcing Obama to assume the mantle of a global leader ready to take action to prevent a humanitarian catastrophe, a war with weapons of mass destruction, and Al Qaeda from establishing a new beachhead.

OPINION: What would a President Romney do about Syria

Even if the regime collapses, the US may need to take the lead in preventing chaos in the heart of the Middle East, securing the chemical weapons, and blocking any meddling in Syria by Iran.

Russia and China still have time to bolster UN leadership in Syria to save the body?s leadership in a future crisis. The UN was set up to deal with issues like genocide, weapons of mass destruction, and terrorism. Syria is now a dangerous mix of all three.

A moral mantle may be difficult to bear for those two veto-wielding council members. But if they don?t don this mantle, Obama will continue to do so.

Senate ready for symbolic showdown on tax cuts

WASHINGTON (AP) ? Senate leaders moved toward a showdown Wednesday with votes on rival Democratic and Republican plans for extending broad tax cuts that will otherwise expire in January.

In an announcement that seemed to surprise Democrats, Senate Minority Leader Mitch McConnell, R-Ky., said on the Senate floor that he was accepting a Democratic offer to hold back-to-back roll calls on both parties' bills, with each measure requiring just a simple majority for passage.

The new plan puts pressure on Democrats to avoid an embarrassing defeat of their own tax cut plan, which closely resembles proposals by President Barack Obama to extend tax cuts for all but the nation's highest earners. Republicans want the top earners to keep their tax cuts, too.

It also raises the stakes for some Democratic senators in close re-election races. The Democratic measure includes items like a sharply higher tax on inherited estates, which could be an issue in states with a high cost of living or with many farms and ranches.

"A vote for the Democrat plan is a vote to put these farms and ranches out of business," McConnell said.

Until now, the Senate had planned to vote only on the Democratic bill under rules requiring 60 votes to allow debate to proceed. Democrats would not be able to reach that number, but it is often easier for wavering lawmakers to vote for such a procedural motion than it is to vote for a bill on final passage.

"The only way to force people to take a stand is to make sure that today's votes truly count," McConnell said, adding, "Nobody on the other side can hide behind a procedural vote while leaving their views on the actual bill itself a mystery to the people who sent them here."

Even so, Senate Majority Leader Harry Reid, D-Nev., expressed confidence.

"Our bill has the support of President Obama, has the support of the Democratic caucus, it has the support of the American people," he said.

In a statement, the White House restated its backing for the plan.

"All sides agree on the need to extend the tax cuts for the middle class," it said. "This legislation reflects that consensus, and should not be held hostage while debating the merits of another tax cut for the wealthy."

Democrats have little margin for error. There are 51 Democrats and two independents who usually vote with them.

Sen. Joseph Lieberman, I-Conn., said Wednesday that he will vote against the Democratic bill because he thinks lawmakers should instead be trying to reduce the deficit. Sen. Jim Webb, D-Va., seemed to indicate that he would vote "no" as well, saying he would not vote to increase any taxes on earned income such as salaries.

Even if the Democratic bill is approved, its significance remains no more than a political statement because it has no chance of surviving in the Republican-run House.

There are 47 Republicans in the Senate, and their measure seems certain to fail. The $405 billion GOP measure would continue tax cuts for everyone next year, including the highest earners.

The $250 billion Democratic bill would continue tax cuts through 2013 for everyone but individuals who earn at least $200,000 yearly and couples making $250,000.

Those taxpayers would face top rates of 36 percent and 39.6 percent, respectively, instead of today's 33 percent and 35 percent. That would mean higher taxes for 2.5 million households, or 2 percent of all 140.5 million tax returns, according to 2009 data from the Internal Revenue Service.

Democrats say levies on the wealthy should rise because all income groups should contribute to deficit reduction. Republicans say those tax increases would burden the owners of many companies, leaving them less money to create jobs.

The Democratic bill also would let the top estate tax rate grow to 55 percent next year, with only the first $1 million in an estate's value exempted.

Republicans would renew today's milder 35 percent top rate, exempting the first $5.12 million. Congress' nonpartisan Joint Committee on Taxation says the lower Democratic threshold would affect the owners of 55,200 estates whose existing rates are projected to expire next year ? a tiny percentage of Americans, but far more than the 3,600 who would be exposed under the GOP's terms.

Democrats would impose top tax rates next year of 20 percent on dividends and capital gains, two sources of income enjoyed disproportionately by the wealthy. The GOP top rate would be 15 percent.

The GOP bill ignores some tax breaks for low- and middle-income families that Democrats want to extend for college costs; large, some low-income couples and large working families; and for families with children.

All were part of Obama's 2009 stimulus bill, which Democrats say were meant to be permanent but Republicans say were only a short-term response to the recession.

House Speaker John Boehner, R-Ohio, was ready to push legislation through his chamber next week that closely mirrors the Senate GOP measure. Republicans there introduced their bill on Tuesday, accompanied by another measure designed to speed work next year on legislation overhauling the entire tax code.
